The Catholic Church has the right, and arguably the duty, to set moral guidelines for followers of the Catholic faith, just as other Christian Churches have similar rights and duties in respect to their own followers. None of the Churches as a right to dictate guidelines for people who do not beong to that Church.

All clergy, regardless of denomination, do have the same right as everyone else to express opinions on matters of public morals. It is then up to individuals or legislators, as appropriate, to decide how much weight to give to those opinions. It is arguably wrong, perhaps even unethical, for the Church to apply pressure on legislators, regardless of their religion, to conform to Catholic teachings when determining the scope of legislation.

Because the Catholic Church was established by Jesus Christ as His Bride and His Body, and He sent the Holy Spirit to guide It in all truth. Thus, as His Bride, and His Body, it is really He Who, not so much gives Her the "right" but the moral responsibility to preach His Word, and His morals.
