i have a 1994 caprice and 2 days ago i replaced the fuel pump and i paid 134-160 for the fuel pump I replaced my 1992 Caprice one recently for $65.

It may be your flowter in the gas tank. Check the fuel sending for power and ground.
It's an "in tank" fuel pump. The pumping mechanism is actually IN the fuel at the bottom of the tank so it doesn't need to be primed. If it's not functioning then you have another problem.
87 Caprice uses Throttle Body Fuel Injection. To put a carb on it will also require changing the distributor and fuel pump and disabling the computer. This will eliminate your cruise control and possibly mess up your speedometer.
