A: The only calibration that a potentiometer is allow to do is on the resistance scale. The reason being is the internal battery looses capability with age so to compensate the pot. will change current available to make the ohmmeter to go to zero when the probes are shorted. To test a volts range then an accurate voltage must be used to verify calibration.

The only time that there will be zero current flow on the neutral is when the panel is completely balanced on both legs. When you state that the "tester is put on the neutral wire" suggest that the wrong kind of meter or meter scale is being used to test for current. The amperage testing of conductors is done by inserting a meter in series with the conductor or a meter has to be clamped over the wire to measure its magnetic flux of the current going through the wire. If you have mistakenly used a voltage meter to do the test, you will have a zero potential because the neutral and ground wire are bonded together and will have no reading between each other. The same will occur if you are trying to use probes and read off of the amps scale. The probes have to be in series with the circuit to get a reading.

The first thing to consider in measuring the line voltage of a home wall outlet is the oscilloscope probe voltage rating. Most high-impedance probes have a resistance of one Megohm of greater and will withstand peak voltages in excess of 200 Volts, but it pays to make sure that you do not damage the resistor within the probe. The next item of concern is the current flowing in the power line ground. If you have a ground current protected outlet, then it will be safe from dangerous ground currents. It will also limit the voltage errors produced by any circulating ground currents. As is the case for many instruments, the metal case is generally tied to the line common through a small capacitor, so the ground current can produce a small voltage between the case and line common. That is the purpose of using a line current interrupter for protection. Do NOT connect the oscilloscope ground lead to the line socket. If you connect it to the wrong pin, then the case can be at a high enough voltage to cause shock. Better to be on the safe side. Keep in mind that the voltage is rating in RMS (root-mean-square) volts and not peak or average volts. Therefore, the sine wave peak is 1.414 (square root of 2) times the RMS voltage. Conversely, the RMS voltage the peak voltage divided by 1.414.

I assume you are referring to methods of measuring small value resistances, as in locating short circuits on a PC card. Two probe is the method used by standard ohm meters. This works OK for most resistance values, as the resistance of the leads & probes is much lower than the resistance being measured. But when the resistance being measured gets very tiny (e.g. a few milliohms) it fails as the resistance of the leads & probe are of the same order of magnitude and are in series with it. Four probe solves this problem by using two probes connected to a current source to drive the resistance and a separate two probes connected to a precision voltmeter calibrated in milliohms. The voltage drop in the leads due to the test current does not get measured by the calibrated voltmeter, as it does in two probe method. There is no voltage drop in the measurement leads as the voltmeter is high impedance.
