If the information supplied on the discussion page is correct, then: Car "B" struck car "A" - (i.e.: If the parked car was parked/stopped/not in motion then the only logical conclusion can be that the the moving car struck it.)

how though that's what i want to know? we know he was parked before collision but don't know weather he was moving out at point of collision

Add'l comment: "Parked" has a definite meaning (i.e.: stationary-unmoving - standing still). The information supplied on the discussion page NEVER included the possibility that Car "A" was possibly in motion. Not enough information is given to draw a conclusion, although the vehicle with the scratch ("B") was presumably in motion.

Turn it over to the insurance companies and let the adjuster figure out what happened - or - if the damage was that slight, settle it between yourselves to avoid raising both your rates.
