This question is ambiguous in terms of timing. During the Arab-Israeli War of 1948-9, a large number of Palestinians fled the new Israeli Army (which had not yet been properly organized). Some left because their villages were brutalized and there is ample evidence to support that this atrocity occurred. Others left out of fear that their villages might be next. Still others left because they were convinced by their Tribal Elders and Imams that they should vacate the war zone and when Israel was destroyed, they would be able to return. Whatever the reason, approximately 700,000 Arabs fled Israel and they remain refugees to this day because no country will grant them citizenship. (This is done so that the International Community will pity them and pressure Israel to take them back as opposed to giving them the opportunity to fully integrate.)
There were also Arab Tribes and Leaders who sympathized with the Jews and Israelis and considered themselves bound to the future of the State. The Leader of Abu Ghosh (a town 2/3 of the way between Tel Aviv and Jerusalem) gave shelter and protection to Israeli soldiers fighting in the valleys between Tel Aviv and Jerusalem. After the War, Abu Ghosh was firmly in Israeli control and the Arab residents of Abu Ghosh (like all Arabs who did not leave during the War) were given full Israeli citizenship and rights. To this day, the Arab residents of Abu Ghosh (and numerous similar cities in the Galilee) are Israeli Citizens called Israeli Arabs.

It depends on which Arabs are being discussed. Bedouin and Druze claim that Israel belongs to them as much as it belongs to the Jews and proudly call themselves Bedouin Israelis and Druze Israelis. A number of Arabs who formerly lived in what is now Israel or the Occupied Territories claim that the Jewish State is illegitimate and demand that country be returned to them for administration. These individuals are called Palestinians. (Admittedly, a number of Palestinians are willing to allow Israel to exist outside of the Occupied Territories, but there is no difference in naming between the Two-Staters and the One-Staters.)
