Also, the men who "rode the rails" could have been counted in more than one state. Some historians think the unemployment rate went as high as 40 percent during the worst years of the Depression. Also the the CCC the Civilian Conservation Corps with was to help the young men in environmental projects in the national parks, and around 2.5 millions young men were employed.

Franklin D. Roosevelt helped to reduce the high rate of unemployment of America went he became president.
