Zakat is a form of worship to Almight Allah. The intent of zakat is to allow those who have resources, which Allah has provided, to share those resources with those not as blessed by Allah. Zakat is a worship to Allah, seeking his good pleasure and blessing. If one is to use zakat when they have other means then they are doing two things incorrectly. First the are subverting their worship of Allah and that is never a good thing to do. Secondly they are dening the zakat that we intended for someone else. We must be careful when you say that a person is using zakat but still has other means, for we may not know the full burden that they carry.

Another reason why poor should not be ashmed to take zakat. - Zakat can be given any time of the year but its calculation should be kept at the same time of year. maybe January 2nd of every year or say 1st Ramadhan of every year etc. - People give Zakat in Ramadhan only because you get more blesssings from Allah during that month. Its not mandatory to give zakat only in Ramadhan. It is only mandatory to finish giving before eid. - There are many people who keep giving zakat all round the year because of many reasons 1) they don't want to say no if deserving person is in need 2) the zakat amount is huge so they ease the burden by giving it slowly over the year.
A: shari'at has fixed a certain quantity or standard of valuables on possession of which zakat becomes fard. Zakat becomes fard when one owns valuables in that quantity or standard. This standard or quantity is called nisab .

there are two type of Zakat: obligatory Zakat and Mustahab (recommended Zakat). Recommended Zakat is same as non obligatory donations. Syed can receive non obligatory Zakat from all. but obligatory only from Syed.

And it is not necessary that Zakat should be given from the same sheep. It will be sufficient if some other sheep are given, or money equal to the price of the sheep is given as Zakat.
