My dealer says the ABS modulator is bad. He is ordering this $1100 part and it should fix the problems. Fortunately it is under warrenty. Without the fix, the ABS will not work.

You probably have a bad wheel speed sensor sending bad signals to the ABS module. Remove the ABS fuse from the fuse/relay box until you can have it fixed.
If your car has one, take the vacuum line to the modulator off and if there is fluid inside, the modulator is bad.

There should be an o-ring where the modulator is inserted into the transmission. There should be no fluid where the vacuum line attaches, if so the modulator is bad.

you're ABS will not work for one. When the ABS light goes on, the entire system is automatically disabled as a safety precaution. Two, check your brake fluid level also, a fuse or relay could be bad, check for bad wires or connections.
