The reason why you cannot delete it or move it to quarantine is because the process is still running on your computer. Open task manager and go to the processes tab. The process belonging to the virus will be in there, end it. After that, you will find that you are able to delete the virus and move it to quarantine. If your antivirus fails to delete the virus because it's running, you have a terrible antivirus. Once you've ended the process, download autoruns by sysinternals, then open that. Go to the logon tab and look for the auto start entry for the virus, it's probably under HKLM. Delete it. After that, you can delete the virus.
