It depends on which atoms are bonding. If it is 2 non metals, they form a covalent bond. this means that they each share a certain amount of electrons, depending on their ionic charges.

But if a metal atom bonds with a non metal atom, they form an ionic compound. the atom with the least amount of valence electrons transfers them to the other atom. The whole purpose is so that their outer electron orbits can be full.
