Both increase during exercise.

If the exercise is sufficient to exceed the limits of cardiac output (that is, if the heart rate gets up to about 180 bpm) then the heart is stimulated to increase in size and strength. Thus - slowly - exercise will cause the resting heart rate to slow down.

Exercise effects the heart rate because:

When you exercise you are using many musles which need blood. So to give the muscles the blood they need the heart has to work extra hard. Which causes the heart to beat faster.

when an individual begins to exercise their heart rate increases because the muscles (skeletal) are working hard as a result they require more oxygen for energy production through respiration, this oxygen is transported in the blood by haemoglobin and the heart is responsible for movement of blood around the body.

As the individual continues with exercise the heart rate becomes constant at this stage the heart as able to meet the oxygen demand of the muscles.

After exercise the heart rate goes back to normal as one cool down

Both increase in direct proportion to the the amount of excercise being done. As muscles work harder they need larger amounts of oxygen - leads to faster breathing - and they need it faster - leads to faster heart rate.
