It allows the North, South, East and West winds to escape from the bag and cause a huge storm which blowsOdysseus off course and so continues the story. The men opened it because they thought it contained treasure. Odysseus told them not to open it but not why so they disobeyed him because they wanted to share out what they thought was treasure which he was keeping for himself.
