Vent hole or holes are located under rim of toilet.Best way to see it is with small mirror.Take clothes hanger and make sure all holes especially the large ones are not clogged .They will become clogged from time to time.
Partially clogged main drain or the little holes you see under the rim may be stopped up. Another possibility which is rare but can happen is the vent pipe can become plugged.
It sounds like you need a new ballcock valve or either your fill tube has come off your flush valve. Just take tank lid off and check to see if water is going down the tube in middle of tank.
Sound like you have a clogged toilet and or a clog in your main drain under your toilet. Shut off water supply to toilet remove water from toilet tank. You have not given enough information to say. Sounds like you do not have enough water pressure coming in to wash the waste away.
