The purpose of the flags on the beach is to indicate where the water is safest. The flags mark the area where there are no rips (or minimal rips), so the likelihood of being taken out to sea in a rip is lower, and therefore the risk of drowning is lower.
Many visitors from overseas need to be rescued by lifeguards because they don't understand the purpose of the flags.
