First, you should never let someone else drive your car. Secondly, you should never let someone drive that you should have on your policy in the first place. Your policy states that you will notify them of all household members and usual drivers. This includes everyone who lives with you or is a member of your household even when away at college, they are still a household member. If you let someone use your car the insurance company has no way to evaluate the risk of that person driving the vehicle and charge an appropriate rate. For this reason, you may be in violation of the contract by material misrepresentation. If so, the insurance company can deny coverage of the policy due to your failures to supply them with the information. As far as the suspended license, you are required on most policies to make sure any permissive drivers have an adequate license. It usually does not cost anything to add a driver if they are an adult and don't have tickets. Tell anyone who wants to borrow your car that they have to be listed on your insurance before they can drive. The guy with the suspended license would have found someone else to bum off of.
