In 2009, the People's Republic of China drafted a new animal welfare law that would grant animals certain rights, and outlaw certain cruel practises such as what you have seen in those viral videos, such as live animal entertainment and animals being skinned alive. Due to conflicts between pet owners and butchers, it would also outlaw the slaughter of cats and dogs. Animal rights is also gaining traction among the people in China.
The SAR of Hong Kong already has a well-established animal rights law. According to SPCA Hong Kong, animal abusers are fined $200,000 and can receive a maximum imprisonment of 3 years. See here: http://www.spca.org.hk/welfare/eng/lawlist.asp
Taiwan, though not a part of the PRC, already has a developed animal cruelty law. The first law was ratified in 1998, imposing a fine of up to $250 000 Taiwanese dollars for animal abuse. It was further ratified in 2007, and you can now additionally get up to a year in prison.
It's everyone's responsibility to stop animal abuse as it is everyone's responsibility to stop child abuse!

Well, we have many organizations that are working to stop animal abuse. Some people go to jail, and some get a warning depending on how bad the abuse was. Most people go to jail AND pay a fine. More and more people are making donations to organizations like ASPCA, HSUS, PETA, and more... Those donations help win the fight of animal cruelty, neglect, and abuse.

yes, if we do not educate ourselves with the things that people do to animals than we cannot see how the animal is hurt, and if we do not educate ourselves on what animal abuse is we may become an animal abuser.
