They do have some leeway with some of the ethics, like not lying to people about who you work for etc. This is because, like for an undercover journalist, it could be dangerous for the health or family of the journalist. So, if a journalist were to go undercover in a drug cartel, it may be wise to lie about your job in order to protect yourself and family. However, in less serious cases such as overturning a budget scandal which is much less in the way of risk taking, I would adhere to the ethics. Now bending the rules or stretching ethics are what being an investigative journalist is all about.
