if you are capable of managing your horse, a good age would be around three. you should be able to start putting a saddle on them around that time, but you can still teach them loads. if not, you might want a horse around five or older.
Personally, I avoid certain breeds that just are not worth the effort. Percheron's are a favorite of mine and thoroughbreds are the worst. Go for lower maintenance horses. The weak ones will break your bank with medical bills. Percheron, Morgan and the tougher breeds will never need help.
The draft mentality is one of friendly behaving and willingness to try things. They make awesome led horses on trails. You can get a nice one around Wisconsin for under $1K. I got a 3 year old mare for $500.00. Never had an issue or problem and she even jumps!
