Poland did not have the capability to defeat Russia and Germany during world war 2 because they did not have all the machines of war that were available during the late 1930s and early 1940s nor did they have enough man power to defeat Russia or Germany. Poland did not have millions of men in their army to defeat the armed forces of Russia and Germany whose forces numbered in the millions, Russia had the most at the time. The populace of Poland and their armed forces took up arms to defend themselves. They simply were not strong enough or armed well enough to defend themselves from the two giants.
Today, if Poland wanted to defeat Germany or Russia they still could not do it. The country is too small and does not have the military might to defeat either nation. It would be great if those two countries did not boarder Poland, however they are managing well enough now being self-ruled with their own economy. Warsaw has recovered from the severe damage done to it during World War 2 and from the oppression of the Soviet Union.

Ironically Poland did rule Prussia(Germany), but it didn't take it over, it created it. In 1525 the Duchy of Prussia was established by fiat of the King of Poland. It's ironic that this duchy would evolve into an empire that would carve up the Kingdom of Poland between itself, Austria, and Russia in 1795.
