Toilet bowl cleaners contain bleach or other chemicals, which can be harmful if swallowed by any living creature - dogs included. Bleach can burn the throat and/or stomach, intestines, internal organs, etc. If the dog only had a lick or two before you caught it, it might only result in an upset stomach. Keep close watch for any signs of distress in the dog.
If you must use such products in a toilet bowl, everyone in a home with a pet (not just dogs) must understand that either the lid to the toilet MUST always be down or the bathroom door MUST always be shut to protect the pet(s).
