You can either walk up to him and say hi and if he tries to start a conversation with you then you reacted on the right signal or you could walk past him and say hi but keep walking if he stops you, you have acted on a good signal but if you walk bye and he doesn't say anything he was either checking you out or you had something on your face and he can't help but stare.
