It is sent back to Congress which usually takes a vote to see if there are sufficient votes to over-ride the Presidential veto. If not, the legislation is amended or re-written in a form which the Congress believes will satisfy the President when it is submitted again.

If the President of the United States vetoes a bill, Congress can override it. However, this requires a two thirds majority in each house, and historically has not happened very often.

If the president veto's a bill then the bill will go back to congress. There they can override the veto if it gets a 2/3 vote in both the house and the senate.
