What do you do if you cut off too much material and you need to hem jeans?
cut off the bottom then hem them.
Cut the jeans the length you want them, and decorate, then hem them, and finally wash them.

The hem on any garment is located at the bottom - this is where the fabric ends, making the garment long or short. The hem on jeans is at the bottom of each leg, where the fabric is folded under and sewn.
The hem should hit at about the top of your ankle. For Jeans, the bottm hem should be at the ankle, or slightly above the ankle when working outdoors.
Cut them off above the knee, then hem them.
the best pair of jeans for a pair of wedge boots is either cropped/ankle grazer or a pair of skinny jeans with a rolled hem. :)
Felt fabric does not require a turned up hem. Actually, a turned up hem on felt might be too bulky to hang or look right.

Do You Mean How To Sew Normal Jeans Into Skinny Jeans? If You Do.... 1) turn your jeans inside out. 2) sew from the knee down to however skinny you'd like them to be. 3) flip it back the right way, & wear them! TIPS- put on your future skinny jeans before sewing and mark where you'd like to sew with chalk. then, after you flip them over, carefully trace back the markings with sewing pins. you may want to keep a seam ripper by you in case you sew it too skinny or too wide. A good hem on a dress or a skirt should be almost undetectable. Stitches should be spaced just far apart enough to support the hem, not too close together to pucker the fabric and not too far apart so as to gap. The deeper a hem, the better it hangs (2" to 3", depending on the style and the fabric). The more shallow a hem, the more likely it will roll; just look at how the hem rolls on a new pair of jeans after you wash them the first time. Also, if the weave of the fabric tends to fray, the raw edge of the hem needs to be prepared (either attach hem binding or apply stitching to prevent fraying).
Boot-cut jeans are wider at the bottom of each leg than they are at the knee, allowing room for the jeans to easily cover the tops of boots. Shortening the jeans at the hem (bottom of the leg) necessarily removes the wider portion of the pants leg, leaving the narrower upper portion to fall over the boot. The shorter the pants leg, the narrower the bottom of the leg will be. The only way to avoid this narrowing would be to shorten the pants leg at some other point - at the knee, perhaps, or higher on the thigh. But that option would produce an unacceptible horizontal seam across the leg of the pants. The only other option would be to open the side seam of the pants leg and insert a gusset (triangle piece of fabric) to widen the bottom of the shorter pants leg.
