If jewelry or other very valuable items are flushed, they might be recovered from a "J trap" (more common beneath sinks and basins), or from a sewer cleanout between the residence and the sewer line. The latter requires some complex Plumbing work, and the chance of recovery is less if high volumes of water are involved, or multiple drains are hooked to the line.

Although it is possible for a smaller chinchilla to physically fit down a toilet, the chinchilla would die. I strongly advise anyone reading this not to flush anything live down a toilet. Ever.
Flushing ANY solid objects down the toilet radically increases the chance of a plugged toilet.
