Well, it has been done, but it's not like it's a good DIY project. It requires hours of very delicate microsurgery to get it back together again.
That remains to be seen. The first successful (so far ) transplant was done in South Africa in December 2014. To this point the patient is recovering well.

Dwarfism can result from a myriad of different medical conditions, each with its own separate symptoms and causes. Two disorders, achondroplasia and pituitary dwarfism, are responsible for the majority of dwarfism cases, but they don't become one unless you mean the developement in the uterus. i got part of this from: http://en.wikipedia.org/wiki/Dwarfism#Causes
To grow a peanut you need to have a balloon, a peanut ,a pencil and something to sew a balloon back up. You first need to pop the balloon with the pencil. Then you put the peanut in the popped balloon. You need to somehow sew the balloon back up and make sure there is air and the peanut in the balloon. Dig up a hole outside and put the balloon in the hole. Cover it back up. Then in 1 week you will grow a peanut!!!!!!!!!

Just cut down to side until past the flare and then sew back together (but cut part of the flaring part off so it is a boot cut). The extra fabric needs to be trimmed on both the side seam and the inseam. Otherwise the pant legs will not be balanced.
