Its basically just an extra gear. When you use overdrive while cruising at a high speed it lets you stay at the same speed with less RPMs, which saves gas
Driver use gear 'L' or '2' when driving uphill or downhill which required higher gear ratio to move the uphill. Downhill wise, driver use '2' or 'L' for safety purpose. The low gear ratio will use the high gear ratio to slow down the speed of driving downhill and creating 'pulling' force on your car to safety purposes. Gear '2' can be use for overtaking on the highway too provided at the appropriate speed.
If you literally mean the Fastest gear then you get that by collecting junk parts in mission mode then repairing the faster gear turning it into the fastest gear. If your talking about the faster board as in speed wise then that's the high booster which can be purchased at the shop.

Let go the pedal abit wait for gear to automatic change then acceleration again, when in certain speed gears will change but if rev too high the gear wont go in. so at certain speed u have to decelerate to allow gear to change. If the transmission oil been change beware to use correct oil and the level of the transmission oil, if insufficient it will tent to rev really high before changing gear

Not sure when you say low speed. Not knowing what your driveline ratio is I will just use some basic numbers .If 20 MPH is your speed and you were in first gear your engine RPM's would be 3000, if you were in second gear at 20MPH your engine RPM's would be 2500 , if you were in third gear at 20MPH your engine RPM's would be 2000. A difference of 1000 RPM's from low to high gear. Lower engine RPM's less fuel used.
It means that the car can barley get enough power in the gear to move car. Just barley. It is probably that you're using a manual transmission and you moved from 1st gear to 2nd gear without going to the minumin speed and power. This also means that you don't know how to use the transmission itself.
