At 9 months old, it is still a kitten. Kittens are still growing and developing a great deal at this age, and do not reach adulthood until after 1 year old. Just because kittens reach sexual maturity at 5-6 months, doesn't mean it is fine for them to have kittens.
However, at this age, the cat is still very much a kitten and pregnancies from cats that young rarely produce a healthy litter of kittens, and poses a risk for the young cats' (and litter) health and well-being.
