Eliminating the ballast resistor will cause excess current through the coil, and will cause excess current through the points.
When that happens, the points and/or coil will fail prematurely.
The steering wheel cannot be bypassed to rewire turn signals in a 1989 Chevy Corsica. The switch for the wires is in the steering column. If the steering wheel were bypassed, the wires would not be connected to the switch.

it should be on the top of the heater core box in the engine compartment, it will have a wires running to it
The blower motor resistor pack is accessed from inside the vehicle, not from the engine compartment. Exactly where it is I cannot say. Follow the wires from the blower motor and you will find it.
It is in the engine compartment, up by the fire wall, left of the engine, on the plastic that covers the AC climate control system.
The fan connects to a temperature sensor, unless it's been bypassed. This sensor should be checked first.

The blower resistor on a 1999 Chevy truck Z1500 is located behind the glove compartment. There is also a resistor on the firewall next to the blower motor itself.
