The fan connects to a temperature sensor, unless it's been bypassed. This sensor should be checked first.
It could keep the engine from running, but not the valves from moving.

I'm about 100% sure Chevy did not. The 360 engine was a ford engine.
If you want to loose some fingers in the process just try that repair with the engine running. Otherwise the answer is a big NO.
Locate dipstick at rear of engine between motor and firewall, usually has a red handle. With motor running and hot read the marks on the dipstick.
