Ask him if he is ever going to propose or if he is just joking around. As a male who has done this myself (told a woman I want to marry her but not proposed) - I'd suggest that what this means is that he wants to marry you but that he isn't yet ready - he intends to propose to you in the future but it's currently too soon for him. There are a number of possibilities: it may be that you haven't known each other a long time and he feels it's better to wait longer, or simply that he wishes to wait for some other reason. Obviously marriage is a very serious business and most people would say it shouldn't be rushed into and should only be undertaken when both partners are 100% certain. He may intend to propose in 12 or 24 months' time, but he told you about his intentions now either in order to express how much he loves you and how serious he is, or because he thought you wanted the assurance that it would happen some day, even if not right away.
