The quick and easy answer is "no" as it is not advised.... however, if you look around within you wheel wells, you might have enough clearance for the extra 10mm of tire width. You might want to post this question, along with the make, model and year of your car in a forum specific to your car. There will probably be some owners, or even a tire installer of 2 :-) who may have tried this modification before. Learn from the successes (and failures) of others, and save your money!
Here is what you will have by changing to 195/55-15. Your speedometer will read 58.8 at a true 60 mph. Width will increase .39". Overall diameter will increase .43". Sidewall Height of the tire will increase .22". Engine will turn 166 less RPMs per mile traveled. Some of this may sound good but in reality it will adversely effect performance, handling, ride, and steering of the vehicle. The engineers spend lots of time and money choosing the exact size tire that gives your vehicle the best overall characteristics for your vehicle. Any change in size effects these dynamics. My advice is to stick with the OEM size. There is no good reason to change.
As far as I know, the different sizes you can fit are: 185/60 R15, 185/65 R15, 195/55 R15, 195/60 R15, 205/55 R15 and 215/50 R15 on the 6x15 alloys. Chris from DIDCOT TYRE & EXHAUST

Not anything that you could notice. There is only .52" difference in overall diameter. The engine will turn 18 less RPMs each mile with the 195/65-15 tires. This is such a small amount as to not make any real difference in mileage.
If you were just using rims and not tires you might get away with 24". Otherwise, you can put on whatever will fit with the proper tire size..... Here's a couple of sizes... 155 80R13 (stock on most) 195 60R14 185 60R15
Yes, they will fit the rims. But if the 195/65-15 tires are the OEM tires your speedometer will read 62 mph at a true 60 mph. If you wish to go to a 60 series tire then a much better fit is 215/60-15 which will work much better.
