I realize that it is tempting to think about buying an otter as a pet, but please remember that it is impossible for you to provide the necessary habitat for the otter. They are not meant for captivity.
If your child wishes to pet an animal, why don't you go to a petting zoo and enjoy that form of recreation? Also, giving a loving home to a shelter animal (dog or cat) is a much nicer and more rewarding experience than attempting to purchase a wild animal which you would not be able to domesticate.
