The dog might have either extremely dry skin which is causing severe itching, OR the dog might be in the developmental stage of having the mange. In either case, the animal should be checked out by a vet to determine whether medicinal treatment is required (mange) or whether the dog just needs a few good lanolin or glycerine baths at home.
