Outlines are a great tool for good writing. You should make an outline when you are in the planning stages of writing, whether it be an essay, speech, etc. A good outline will show the important/main topics you plan to cover without including details or the actual prose (the "meat" of your writing; the outline is more like the "skeleton"). It can help you organize your thoughts before actually setting out to write so you know what you are planning to say, which can be very useful and can make the writing process more efficient.
An outline can make the writing process go much more smoothly by organizing your thoughts before you ever start - that's a plus. If you write according to your outline, the paper will be much easier to edit and re-write. If you are "going for the gold", as it were, you will re-write the paper at least once, and probably twice, before turning it in. You don't dig diamonds out of the ground and offer them for sale. You cut and polish them first. And it all starts with the outline. A GOOD outline takes about 4 minutes to write, if you've been thinking about it. And it is a huge help. Good luck with your paper!
