Find out how it is getting hurt. Is another fish biting it? Is it possible that it got caught in your water filter? When you find out how it got hurt, change things so that it can´t happen again.
Clamped fins in goldfish is usually caused by an infestation of parasites, poor water quality or a pH crash. Test water quality, if poor do an immediate large water change of at least 50%. This infection causes organ failure which in turn leads to a release of built-up fluids into the abdomen thus causing the scales to protrude. It is probably best to euthanize the fish. Then next time you try to keep a fish, please make sure you look after it properly. Goldfish need at least 10 gallons of water per fish (preferably more) and "Every fish tank needs a properly functioning cycled filter, and regular water changes of at least 50% weekly".
