(with headlamp switch in "Auto" mode) The problem is most prominent on 1999-2001 WJ's, but it could apply to the 2002-2004 WJ's. The problem could be in the switch. The switch is a multiplexed circuit, the resistance of the HEADLIGHT ON position is very close to the AUTO position; the switch has been updated to correct this problem.
When i was trying to disable my DRL's (Daytime Running Lights) i pulled the fuse for them and my headlights and instrument lights were flashing intermittently. Check the fuse panel in the glove box and look for the DRL fuse. Check if its blown. Hope this helps!!!

If you turn up your interior dashboard light settings, then the radio display will be brighter too. The radio dims to the setting for the dashboard when the lights are turned on.
