try changing the food brand you use,
if that doesnt solve the problem you could try to put less and less cheese on the food until you are using no cheese at all
or just start with no cheese, I rescused a dog that would not eat unless he had wet food mix with the dry food. So i gave him a bowl of dry food no wet, and left him to it, eventually he was hungry enough to eat just the dry and now that's all he eats, no complaining
