If it has always been raised, it is just scarring. If it just flares up occasionally, it is common. Many of mine have had certain colors raise up for days/weeks at a time many years after getting them. I think it just happens when your body is under stress, dealing with Allergies (like pollen or something). It'll raise up, may itch a bit, but generally subsides. It seems like it mostly happens with tattoos that are less than 5 years old or so... but now that I think of it, it seems like one of mine that is 18 years old or so has done it in the last few years. I wouldn't worry about it.
