Have a look at the term 'European Directives' These are essentially 'directives' by the European Union, ordering the UK and other European Countries to update their laws correspondingly. There is usually a time limit, and The Queen & Privy Council pass the orders that correspond. This is faster than Parliamentary Law Making. Basically, EU says jump, we say "How high?"
