After Confederate guns firing on a US Army garrison, Lincoln had to retaliate in some way. He could not formally declare war, because that would mean recognising the Confederacy as a sovereign nation. But he appealed for new volunteer-troops, which put out a pretty clear signal, and four more slave-states joined the Confederacy.

The war was on.
