If you mean multiculturalism on the part of law enforcement and prosecutors, the impact would be positive. It is more likely that an investigation and prosecution could be based on facts rather than wasting time and taking an investigation in the wrong direction because of biases.
A "criminal pardon" is when an official issuing the pardon is knowingly involved in a criminal act (midemeanor of felony) interfaced with the pardon. Example... A State Governor accepts a bribe for issuing a pardon.

Canada is known for its multiculturalism, with a diverse population that includes people from various cultural backgrounds living harmoniously together. Cities like New York, London, and Sydney are famous for their multiculturalism, with residents from all over the world contributing to the vibrant and diverse tapestry of these urban centers. Festivals like Diwali in India, Chinese New Year in China, and Oktoberfest in Germany showcase and celebrate the multiculturalism present in these countries.
At the very least there must be tolerance and some understanding for the people that carry out the law and those that decide the fate of ones who break those laws. Law enforcement and the courts must be open-minded that we live in a cultural 'melting pot'. Personal prejudice has no place in America's judical system. Multiculturalism within the criminal justice system, helps eliminate biases within the system, helps eliminate perception of biases from the public, and it's more likely that an investigation and prosecution can avoid wasting time by taking an investigation and prosecution in the wrong direction because of biases.

America is often called a melting pot for good reason. Our nation is made up of a variety cultures because many diverse groups of people immigrated over our short history. As a result, America's culture is the blend of different group's traditions, foods, and holidays. Multiculturalism practically defines our country.
