They represent the russian army seeing as napoleon represents stalin (russian leader) and snowball represents Trotsky(spain leader).Stalin took over part of spain obviously with his army and kicked out Trotsky just like Napoleon kicked out snowball with his dogs.

Seems like Leon Trotsky to me. He opposed Stalin for which he was exiled and eventually assassinated in Mexico by a Soviet agent.
