Statute Another Answer In the United States of America a Bill is an enactment by Congress. It remains that until the President signs it. Then it becomes a Law. If the president vetoes it and Congress overrides his veto it also becomes a Law. There are two kinds of laws, public and private. A private law is passed if Congress chooses to reimburse you for some expense not covered in any other government program or for some other reason. Private laws expire as soon as the problem they were meant to solve are taken care of. A public law applies to everyone or at least certain situations and are continuous. They are Statues. They are placed into a book called Statues at Large. Sometimes the word Law and Statue are used interchangeably. Every few years those laws are placed into a code called the United States Code. (Then it is combined with the decisions of the United States Supreme Court into another series of books called The United States Code Annotated. This explains how the courts will interpret those statues. That, however, goes beyond the scope of this question.) The states differ in their procedures. In North Carolina a bill becomes law when both houses of the legislature approve bills with the same wording. Florida requires the governor sign a bill to make it a law, or requires the legislature to override the governor's veto.
