Well, the number 9 in Roman is IX. However, the calendar used during the Roman Empire does not count days forward from the beginning of the month, but rather backwards from one of three specific days of the month. The first of every month is the Kelends. For April, the Nones is the 4th and the 13th is the Ides. So April 9 is is the fourth day BEFORE the Ides. In Latin that would be ante diem IV Idibus Aprilis.

April would be represented by four as the fourth month. It would be written as IV-IX.

When you want to write a date in Roman Numeral, simply write a date in number format. (MM/DD/YYYY, DD/MM/YYYY). So April 9th, would be 4/9 or IV/IX.
