booty bay is a neutral port in southern eastern kingdoms based below stranglethorn vale
you have some quests there at level points 25-35
as you proceed to level 80 you can declare war on booty bay and yo can receive an achievement from killing the ports captain.
In World of Warcraft, Goblins are short green creatures that you do buisness with sometimes. They control the Neutral Cities of Booty Bay, Gadgetzan, Ratchet, Everlook, and Mudsprocket. Coming in Cataclysm, they will be a playable race for the Horde faction, and have several pretty decent racial abilities.
They are based in Booty Bay, Everlook, Gazgetan (Not sure if I spelled that right), Mudsprocket, Ratchet, Steemwhedle port, and various trading outposts. They are mostly Goblins by the way.
Ratchet is a neutral goblin village in the barrens and is controlled by the steamweedle cartel. It has a boat that goes to/from booty bay in Stranglethorn Vale. Like most other neutral goblin areas, it has access to your bank/guild bank. Unlike booty bay and gadgetzan, it does not have access to the neutral Auction House. It has a flight path and alot of quests to earn reputation with the cartel.
If you mean the pet, you can buy these in Booty Bay from the pirate goods vendor. There is also a rare drop Macaw that drops off the Bloodsail Pirates. If you mean the ingame wild critter, it can only be found in Un'goro crate on Kalimdor.
Bay got back!
I believe that's in Ratchet, just in the building behind the bank. Its in all of the steamwheedle cartel (goblin) towns, Ratchet in the Barrens, Gadgetzan (capitol; in Tanaris desert) Booty Bay in Stranglethorn Vale, Everlook in Winterspring, Area 52 and Cosmosproket in Netherstorm, and k3 in Crystalsong.
