Ratchet is a neutral goblin village in the barrens and is controlled by the steamweedle cartel. It has a boat that goes to/from booty bay in Stranglethorn Vale.
Like most other neutral goblin areas, it has access to your bank/guild bank. Unlike booty bay and gadgetzan, it does not have access to the neutral Auction House. It has a flight path and alot of quests to earn reputation with the cartel.
In World of Warcraft, Goblins are short green creatures that you do buisness with sometimes. They control the Neutral Cities of Booty Bay, Gadgetzan, Ratchet, Everlook, and Mudsprocket. Coming in Cataclysm, they will be a playable race for the Horde faction, and have several pretty decent racial abilities.
The closest flight path to Razor Hill is Orgrimmar for the Horde. For the Alliance it would be either Ratchet or Ashzhara.
