In the United States of America, states are only classified by the word "states'. In Canada, "states" are only classified by "provinces". "States" in other countries are not called states of provinces and each would have their own terms for these areas.
If by "america" you mean the United States of America, then there are no "provinces". However, there are states, which are similar in concept to provinces in other countries. There are fifty such states in the US.

Yes. The Provinces own the resources and they have to trade among themselves and with Canada. Though for many things it is easier to trade with the USA than other provinces.
