According to a Hadith I read of Muhamad, he stated, that the Muslim dress code, the need for decency applies to both men and women. More to women, because they have *cough* more parts that will tempt a man, nevertheless, paraphrasing that Hadith;
"If a young man be handsome, and well made (physically fit), so as not to entice the eyes of married women or virgins, he needs to keep his body well covered, and he must keep decency of dress."
In other words if you are good looking and physically fit, you can't walk around showing off your muscles, in Islam that is in fact forbidden. For enticing a married woman, assuming it does not escalate to adultery, you can get flogged according Muslim law for indecent dress. I believe the punishment is 10 stripes. If you are pot-bellied, fat, gross overweight and disgusting, then it doesn't matter.
