It is legally required by Health and safety law. the statement is simply a commitment made by top senior manager usually "the chive executive", to provide and insure the health, safety and welfare to his employees working for him , others who may be sharing establishment with, in addition to general pubic who may be affected by his business activities.
The statement include three parts; the intent made by the chive executive" , the way staff are organised including managers supervisors and employees and others and the arrangements made to implement and control any possible risk.
The statement then should be signed by the chive executive, dated and posted where any one within the establishment can read it. It should also be subjected to review whenever is required.
