An employee of the US Census Bureau in the 1880s and early 1890s.

He designed the first electromechanical punchard tabulating and sorting equipment. This equipment was used in the 1890 census. After the census was complete he left and started his own punchcard data processing company, which eventually merged with two other companies to become CTR, renamed in 1924 to IBM.

He died long before digital computers were conceived.
